Government fee varies by product category, but typically includes an application fee of around โ‚น1,000, a processing fee of around โ‚น2,000, and a factory inspection fee of around โ‚น7,000, plus lab testing charges that can range from roughly โ‚น5,000 to over โ‚น1,00,000 depending on the standard โ€” on top of an annual minimum marking fee based on production volume once the licence is granted.

What is ISI Mark Certification?

The ISI Mark is BIS's flagship product certification, applied to product categories ranging from cement and steel to LPG cylinders, helmets, and packaged drinking water. It signifies the product has been tested and conforms to the relevant Indian Standard, and the manufacturing unit is subject to periodic BIS surveillance to confirm ongoing compliance, not just a one-time test โ€” making it the most rigorous of BIS's certification routes.

The ISI Mark exists to give consumers, institutional buyers, and government procurement bodies a single, trusted signal of product quality and safety โ€” reducing information asymmetry in the market and holding manufacturers accountable through continuous surveillance rather than a one-off check. For mandatorily-marked categories, it also serves a direct public-safety function: cement, LPG cylinders, and electrical goods carry real risk to life and property if they fail to meet the standard.

ISI certification is issued under one of two main routes depending on the product and the manufacturer's testing infrastructure: the standard route, where BIS conducts its own testing at empanelled labs, or the Simplified Procedure, available where the manufacturer has an adequately equipped in-house testing laboratory that BIS can rely on for self-testing, subject to periodic verification. Choosing the right route can materially change both cost and timeline.

Because ISI is a licensed mark (not just a one-time registration), holders are also bound by ongoing obligations โ€” maintaining consistent quality batch to batch, permitting surprise BIS inspections, and paying the annual minimum marking fee regardless of whether that fee is fully 'used up' by actual production volume in a given year.

Who Needs It

Manufacturers of mandatorily ISI-marked products (cement, steel bars, LPG cylinders, helmets, etc.)
Businesses bidding for government tenders that require ISI-marked inputs
Brands wanting to build consumer trust through a recognised quality mark
Exporters wanting a domestic quality credential ahead of expanding internationally
Manufacturers whose product category has recently been notified as mandatory

Types & Categories

Mandatory ISI Categories

Products where the government has notified compulsory ISI certification (e.g. cement, LPG cylinders, electrical appliances, helmets, packaged water).

Voluntary ISI Categories

Products where certification is optional but often pursued for market credibility and tender eligibility.

Standard Testing Route

BIS-conducted or BIS-empanelled lab testing of samples before licence grant.

Simplified Procedure

For manufacturers with an adequate in-house test lab, allowing self-testing subject to BIS verification.

Key Benefits

Legal requirement for mandatorily certified product categories
Recognised, trusted mark that reduces consumer hesitation at point of sale
Opens eligibility for government and PSU procurement tenders
Ongoing surveillance builds a documented quality track record over time
Simplified Procedure route can reduce cost/time for manufacturers with strong in-house labs

Documents Required

  • Factory address proof and manufacturing process flow chart
  • In-house test facility details or third-party lab test reports
  • Quality control manual for the manufacturing unit
  • List of raw materials and their sourcing/testing records
  • List of plant & machinery with capacity details
  • Details of technical/qualified staff responsible for quality control
  • Trademark registration or application proof, if the mark is to be used on the product
  • Factory layout plan showing the testing laboratory location

Our Process

1

Application & Documentation (Form V)

We prepare the Form V application along with factory, QC, and raw-material documentation.

2

Route Selection

We advise whether the Standard Testing Route or Simplified Procedure fits your facility's testing capability.

3

Sample & Factory Testing

BIS tests product samples and inspects the factory's in-house testing capability, machinery, and QC processes.

4

Grant & Marking Fee Setup

On approval, the ISI licence is granted along with the applicable marking fee schedule, which we help you set up correctly against your production volume.

5

Surveillance Audits

BIS conducts periodic (often surprise) audits and independent market sample testing to confirm continued compliance after grant.

6

Renewal Filing

We track your licence's renewal window and file the renewal application with updated production and QC data before expiry.

Validity & Renewal

Following a February 2026 amendment to the BIS Conformity Assessment Regulations, ISI licences can now be granted for an initial period of up to five years (extended from the earlier one-to-two-year norm), and are renewable for further periods of up to five years, subject to continued surveillance audits and satisfactory sample test results โ€” the applicable fee remains payable annually throughout, and renewal applications should still be filed well ahead of expiry to avoid a compliance gap.

Penalty for Non-Compliance

Using the ISI Mark without a valid licence, or manufacturing/selling a mandatorily-marked product without one, is a punishable offence under Section 17 of the BIS Act, 2016 โ€” carrying imprisonment of up to two years and a fine of not less than โ‚น2,00,000 for a first contravention (not less than โ‚น5,00,000 for subsequent contraventions), extending up to ten times the value of the goods involved โ€” along with seizure of unmarked or falsely marked stock and cancellation proceedings for licence-holders found in breach during surveillance.

Frequently Asked Questions

Does the ISI Mark need renewal?

Yes โ€” following a February 2026 regulatory amendment, the licence can now be granted (and renewed) for up to five years at a time, up from the earlier one-to-two-year norm, subject to continued surveillance audits by BIS and satisfactory sample test results throughout the licence period; the applicable fee still has to be paid annually.

What is the marking fee?

It's an annual minimum fee charged based on your production volume/turnover in the certified category, separate from the one-time application fee โ€” it applies even in years of lower production.

What is the difference between the Standard Route and Simplified Procedure?

The Standard Route relies on BIS or BIS-empanelled lab testing, while the Simplified Procedure allows manufacturers with a sufficiently equipped in-house test lab to self-test, subject to BIS verification โ€” the latter can be faster for well-equipped factories.

Can I use the ISI Mark on my packaging before the licence is granted?

No โ€” using the mark before formal grant is a violation of the BIS Act, even if your application is pending and testing is in progress.

What happens during a surveillance audit?

BIS officials visit the factory (often unannounced) to draw fresh product samples for independent testing and review whether the manufacturing and QC process still matches what was approved at licensing.

Can my ISI licence be cancelled?

Yes โ€” if surveillance testing reveals non-conformity, or the manufacturer is found to have deviated materially from the approved process, BIS can suspend or cancel the licence after due process.
