Cosmetics Import License
Regulatory clearance to import and sell cosmetics in the Indian market.
What is Cosmetics Import License?
A Cosmetics Import Licence (RC/Import Registration Certificate) is required to legally import cosmetic products into India under the Cosmetics Rules, 2020, verifying the product's formulation and manufacturing standards meet Indian requirements before customs clearance.
Cosmetics import registration exists to keep products with prohibited or restricted ingredients out of the Indian market and to ensure every imported cosmetic is traceable to a verified, quality-compliant overseas manufacturing site โ protecting consumers from unsafe formulations while giving compliant international brands a clear entry pathway.
Unlike drugs, cosmetics in India are regulated on a comparatively lighter registration model โ the RC verifies formulation safety and manufacturer credentials rather than requiring the more intensive clinical/technical review used for drugs, but the ingredient-list scrutiny is still substantive, since India maintains its own list of restricted and prohibited cosmetic ingredients that can differ from what's permitted in the country of origin.
An RC is issued against a specific manufacturing site and a set of listed products, so brands that manufacture the same product line across multiple overseas factories, or plan to add new SKUs over time, benefit from planning the RC's product and site coverage upfront rather than filing repeatedly for near-identical additions.

Our Process
Formulation Review
We review the product formulation against restricted/prohibited ingredient lists under Indian cosmetics rules.
Documentation Compilation
We compile the Free Sale Certificate, GMP certificate, and labelling artwork for each product to be listed.
RC Application
The Import Registration Certificate application is filed with supporting product and site documentation.
Query Resolution
We respond to any formulation or documentation queries raised during scrutiny.
Grant
On approval, the RC is issued covering the listed products from that manufacturing site.
Validity & Renewal
Under the Cosmetics Rules, 2020, an Import Registration Certificate granted under Rule 13 remains valid in perpetuity rather than expiring on a fixed date โ a genuine change from the earlier three-year renewal cycle โ but it still has to be actively maintained: a retention fee is payable every 5 years, and if that fee isn't paid on time a late fee of 2% per month applies for up to 180 days, after which the RC is deemed cancelled if payment still hasn't been made. We track your 5-year retention-fee window so the certificate never lapses on a technicality.
Penalty for Non-Compliance
Importing cosmetics without a valid RC, or importing a formulation containing a prohibited/restricted ingredient, can result in shipment seizure at customs and action under Section 27A of the Drugs and Cosmetics Act, 1940 โ up to one year's imprisonment and a fine of up to โน20,000 for a general contravention, rising to imprisonment of up to three years and a fine of not less than โน50,000 (or three times the value of the goods seized, whichever is more) where the cosmetic is spurious or adulterated.
Frequently Asked Questions
Can one RC cover multiple product SKUs?
Yes, an RC application can typically list multiple SKUs from the same manufacturing site, reducing the need for repeat filings.
What if my formulation contains an ingredient restricted in India but allowed elsewhere?
The product cannot be imported as-is; we flag such ingredients during formulation review so you can reformulate or seek the applicable exemption before filing.
Does the RC need renewal?
Not in the old sense โ under the Cosmetics Rules, 2020, the RC itself doesn't expire on a fixed term, but it does require a retention fee payment every 5 years to stay valid; missing that window (plus a 180-day late-fee grace period) results in the RC being deemed cancelled.
Can I add a new SKU to an existing RC later?
Yes, an existing RC can generally be amended to add new products from the same registered manufacturing site, which is usually faster than a fresh filing.
Has the validity model for cosmetics RCs changed recently?
Yes โ the Cosmetics Rules, 2020 moved import registration from a fixed-term (previously three-year) renewal cycle to perpetual validity subject to a 5-yearly retention fee, so the compliance burden shifted from a full renewal filing to a simpler periodic fee payment.
