Model Approval Certificate
Approval for weighing and measuring instrument models before sale.
What is Model Approval Certificate?
A Model Approval Certificate is required before a weighing or measuring instrument model (weighbridges, scales, fuel dispensers, etc.) can be manufactured or sold in India, verifying the design meets Legal Metrology accuracy and construction standards.
Model approval exists to verify an instrument's design is inherently capable of accurate, tamper-resistant measurement before it's ever manufactured at scale โ catching design-level accuracy or construction issues once, rather than relying solely on catching problems unit by unit after production.
Model approval is a design-level check, distinct from the unit-level verification and stamping every individual instrument still needs before sale (covered separately under Weight & Measurement Dealer licensing). Once a model is approved, every unit manufactured to that exact design can proceed to individual verification without repeating the full design review โ which is why manufacturers typically seek model approval before committing to a production run, not after.
Type testing evaluates accuracy across the instrument's full rated range and under conditions meant to simulate real-world use (temperature variation, repeated loading, tampering resistance for sealed components), rather than a single accuracy check at one load point โ so the test house and testing scope matter as much as the design documentation itself.
Who Needs It
Key Benefits
Documents Required
- Technical drawings and specifications of the instrument model
- Type test report from a Legal Metrology-approved test house
- Manufacturer's declaration of design conformity
- Business/manufacturing unit registration proof
- Photographs and functional description of the instrument model
Our Process
Design Documentation Review
We review the instrument's technical drawings and specifications ahead of type testing.
Type Testing
The instrument model undergoes type testing at an approved test facility.
Application Filing
The model approval application is filed with the Legal Metrology Directorate.
Query Resolution
We respond to any clarification requests on test results or design documentation.
Certificate Grant
On successful testing, the model approval certificate is issued.
Validity & Renewal
Model approval remains valid for the approved design on an ongoing basis; a significant change to the design typically requires a fresh or amended approval.
Penalty for Non-Compliance
Manufacturing, selling, or using a weighing/measuring instrument model without approval โ or one that departs from its approved design โ falls under the Legal Metrology Act, 2009's penalty framework for unverified or non-standard instruments: Section 33 sets a fine of up to โน10,000 for a first offence, rising to imprisonment of up to one year plus a fine for a repeat offence, alongside seizure of the non-compliant instruments.
Frequently Asked Questions
Does every unit need individual verification too?
Yes โ model approval covers the design, while each manufactured unit separately requires verification/stamping before sale (see Weight & Measurement Dealer License).
Does a minor design tweak require re-approval?
Minor changes that don't affect accuracy or measurement integrity often don't require full re-approval, but we assess this case by case, since 'minor' is judged against Legal Metrology criteria, not just the manufacturer's own view.
Can an imported instrument model rely on overseas type test data?
Generally no โ Indian model approval requires testing recognised under the Legal Metrology framework, so overseas test data typically needs to be supplemented or repeated at an approved Indian test house.
How long is model approval valid?
It remains valid on an ongoing basis for the approved design, without a fixed expiry, unless the design is materially changed.
