PSARA License
Licensing for private security agencies under the PSARA Act.
What is PSARA License?
A PSARA (Private Security Agencies Regulation Act, 2005) Licence authorises a company to operate as a private security agency โ providing guards, bouncers, or security personnel services โ issued by the state Controlling Authority under the Act.
PSARA exists to bring a historically unregulated, high-trust industry under formal oversight โ requiring background verification of both the agency's promoters and the guards it deploys, so that clients and the public can rely on private security personnel operating within a defined legal and training framework.
Because private security personnel routinely have access to homes, offices, and sensitive premises, PSARA licensing puts weight on the character-verification stage โ not just of company directors, but increasingly of the guards the agency deploys, who typically also need individual police verification and mandatory training before being posted. An agency operating without a valid licence, or deploying unverified personnel, exposes both itself and its clients to legal risk.
Eligibility is assessed at both the entity and individual level: the applicant must be a registered legal entity (sole proprietorship, partnership, LLP, or company) with promoters/directors who are Indian citizens of at least 18 years of age and have no criminal conviction โ foreign investment in the entity is permitted up to 49% with government approval. Guards deployed by the agency separately need to meet minimum age and education criteria (typically at least 8th standard) and complete prescribed training before posting.

Frequently Asked Questions
Is the licence valid across all states?
No โ PSARA licensing is state-specific, so operating security services in multiple states requires separate licences in each, though some agencies pursue a coordinated multi-state filing.
Do individual guards need separate verification?
Yes โ beyond the agency's own licence, individual guards deployed by the agency are generally expected to undergo police verification and complete prescribed training before deployment.
Is prior experience in the security industry required to get a PSARA licence?
Not necessarily, but the Controlling Authority does assess the promoters' background and financial capacity, and a training-institute tie-up is mandatory regardless of prior experience.
Can a PSARA licence be revoked?
Yes โ the Controlling Authority can suspend or cancel a licence for violations such as deploying unverified guards, exceeding the licensed operational area, or other breaches of the Act's conditions.
Does the licence cover armed guards?
Only if applied for and granted as an armed guarding licence, which carries additional compliance around arms licensing and training that an unarmed licence does not.
When should I file for renewal, and what does it involve?
We recommend filing renewal around 90 days before your licence expires โ most states require a fresh police character verification of promoters/directors as part of the renewal, so starting early avoids any lapse in your operating status.
Can a foreign investor own a PSARA-licensed agency?
Yes โ foreign investment in the licensed entity is permitted up to 49% with government approval, though the promoters and key personnel driving day-to-day operations still need to satisfy the Act's citizenship and background-verification conditions.
